Well, this is part of the iOS - are you sure that it has not been placed in a folder or onto another home page? If not, then 'Reset' the iPad (directions below if not familiar w/ the maneuver) and post your results back here - good luck! Now, move to the right, and under the Classic Settings sub-section, click on Go to desktop icon settings. 1. Right click or press and hold on an empty area on your desktop, and click/tap on New and Shortcut.
2. Copy and paste the location below into the location area, and click/tap on Next. (see screenshot below)

3. Type Desktop Icon Settings for the name, and click/tap on the Finish button. (see screenshot below)
You could name this shortcut anything you would like though.

5. Click/tap on the Shortcut tab, then click/tap on the Change Icon button. (see screenshot below)


6. In the line under 'Look for icons in this file', copy and paste the location below, and press Enter

The Settings icon on an iPhone is part of the iOS operating system software and cannot be deleted under normal circumstances. If the icon does not appear or has been replaced with a blank or corrupted image, the system software should be restored to the iPhone with iTunes.
